This update to Board Policy FM (Local) – Student Activities adds three new sections: Student Groups (requiring parental written consent for participation), Prohibitions (barring district authorization of student groups based on sexual orientation or gender identity, and prohibiting groups from violating certain topic restrictions in other board policies), and Holidays or Commemorative Months (establishing a three-prong test for how student clubs may acknowledge federal/state holidays or commemorative months). No existing language was removed.

  • Student Groups: District may authorize or sponsor a student group. Before a student may participate in a student group, the parent of or person standing in parental relation to a student enrolled in the District shall provide written consent for participation.
  • Prohibitions: The District shall not authorize or sponsor a student group based on sexual orientation or gender identity as defined in EMB (Local).
  • Prohibitions: Student groups shall not violate the prohibition on certain topics found in Board Policies EFA (Local), EFB (Local), EMB (Local) and EMI (Local).
  • Holidays or Commemorative Months: If the club wants to acknowledge the significance of a federal or state holiday or commemorative month, consistent with Education Code 11.005(e)(2) and EMB (Local), the club acknowledgment should generally meet a three-prong test: 1. It should acknowledge the significance of a federal or state holiday or commemorative month (established through a Presidential Proclamation, Congressional law or Resolution, Gubernatorial Proclamation, or Texas legislative law or Resolution); 2. It should acknowledge how the holiday or month fits into the themes of history and the stories of this state and the United States of America; and 3. It should be consistent with the Texas Essential Knowledge and Skills (TEKS).

This update to FM (Local) – Student Activities adds a cross-reference directing readers to FD(LOCAL) for eligibility rules governing private school and homeschool students seeking to participate in extracurricular activities. The revision implements CISD's decision, as required by SB 401, to decline granting non-enrolled students the opportunity to participate in UIL activities.
